اللجنة الدولية للصليب الأحمر منظمة إنسانية دولية محايدة ومستقلة ، تساعد وتحمي ضحايا النزاعات المسلحة وحالات العنف الأخرى. تبحث اللجنة الدولية للصليب الأحمر حاليًا عن موظفين لعمليات الدعم التي تقوم بها في العراق .

هدف : حتى بعد انتهاء النزاع ، تستمر الألغام الأرضية وغيرها من المتفجرات من مخلفات الحرب في القتل والشلل ، ومنع الوصول إلى الخدمات الأساسية وإعاقة عمليات المصالحة. هذه المشكلة المميتة لها اسم: التلوث بالسلاح. يتبع قسم مكافحة التلوث بالأسلحة التابع للجنة الدولية نهجًا متعدد التخصصات لحماية المدنيين من آثار التلوث بالأسلحة ومساعدة المجتمعات والسلطات من حيث تقييم المخاطر وتخفيف المخاطر وتعزيز السلوك الآمن وتعزيز احترام القانون.
و سلاح التلوث يجب (التخلص من الذخائر المتفجرة) موظف ميداني ضمان عمل التلوث الناجم عن الأسلحة قسم يدار بكفاءة وفعالية تنفيذها، وذلك تمشيا مع المبادئ التوجيهية الموضوعة. سيحتاج المرشح الناجح إلى أن يكون شخصًا متحمسًا ومرنًا وملتزمًا وواسع الحيلة يمكنه دعم المدير لإدارة أنشطة اللجنة الدولية للصليب الأحمر. سيحتاج المرشح الناجح إلى تقديم مستوى عالٍ ، وأن يكون مرنًا وله موقف إيجابي "يمكن أن يفعله".
المهام الأساسية :
التخلص من تلوث الأسلحة من الذخائر المتفجرة (التخلص من الذخائر المتفجرة) موظف ميداني سوف تضطلع بالمسؤوليات التالية تحت إشراف نائب رئيس وفد الفرعية (DHoSD) الدولية للصليب الأحمر في كركوك والتوجيه الفني للمنسق سلاح تلوث (WeC.Co) في بغداد :
- يساعد في تطوير فهم شامل لحالة التلوث بالأسلحة وتوفير تحديد المخاطر وتقييمات المخاطر حول التأثير المحتمل للتلوث بالأسلحة على الموظفين والمدنيين في المناطق المتضررة.
- يساعد في استكشاف الاحتياجات والفرص لإشراك اللجنة الدولية للصليب الأحمر في دعم المسح التقني وأنشطة إزالة الأسلحة.
- العمل كمرجع لإزالة الذخائر المتفجرة للبعثة الفرعية للجنة الدولية للصليب الأحمر في كركوك
- إجراء مسح غير تقني ووضع علامات على المناطق الخطرة ولمشاريع اللجنة الدولية المستقبلية.
- إجراء تقييمات مخاطر WeC لمشاريع اللجنة الدولية المستقبلية ، وتبادل التقارير من تلك التقييمات والتنسيق مع الجهات الفاعلة المناسبة للتخلص من الذخائر المتفجرة حسب الحاجة وحسب التصريح.
- يساعد في تحديد الفرص ووضع خطة لدعم الهياكل الوطنية للأعمال المتعلقة بالألغام.
- توفير التدريب لموظفي اللجنة الدولية للصليب الأحمر والجمعية الوطنية والمتطوعين حول المخاطر المرتبطة بالتلوث بالأسلحة لدعم عملهم اليومي وسلامتهم.
- يساعد في تطوير مواد التدريب وإجراءات التشغيل الخاصة بـاللجنة الدولية للصليب الأحمر والتي تتكيف مع السياق المحلي ، والتي تتوافق مع المعايير الدولية للأعمال المتعلقة بالألغام "IMAS".
- يعمل مع نقاط الاتصال الأمنية التابعة للجنة الدولية للصليب الأحمر والإدارات الأخرى لتحليل المخاطر من المتفجرات من مخلفات الحرب "المتفجرات من مخلفات الحرب" لموظفي اللجنة الدولية وعملياتها وتطوير استراتيجيات وأنشطة التخفيف من المخاطر.
- المشاركة بشكل منهجي في الإحاطات قبل المغادرة واستخلاص المعلومات من الفرق الميدانية / الإدارة للمناطق المعروفة أو التي يعتقد أنها بها مشكلة تلوث بالأسلحة لضمان الاتصال المناسب بأي تلوث مؤكد أو محتمل بالسلاح
المؤهلات والمهارات المفضلة
التعليم والخبرة المهنية المطلوبة :
- شهادة جامعية من المستوى الأول (بكالوريوس أو ما يعادلها) في الموضوعات ذات الصلة.
- ما لا يقل عن 3-5 سنوات من الخبرة المهنية الشاملة في الأعمال المتعلقة بالألغام
- تعتبر الخبرات السابقة كمدرب في مجال الأعمال المتعلقة بالألغام ميزة
- مهارات ممتازة في التدريس والعرض التقديمي.
- مستوى عال من مهارات التفاوض والاتصال.
- معرفة ممتازة باللغة الإنجليزية كتابة وتحدثا. إتقان اللغة العربية والأفضل في لغة محلية إضافية واحدة أو أكثر.
- مهارات كمبيوتر جيدة في MS Office ( Word و Excel و PowerPoint ) والقدرة على تعلم البرامج الجديدة بسرعة مستوى عالٍ من مهارات التفاوض والاتصال.
- معرفة جيدة بالبيئة المخصصة جغرافيا
- مهارات تحليلية جيدة.
- متطلب إلزامي لشهادة المستوى 2 من المعايير الدولية للأعمال المتعلقة بالألغام ( IMAS ) للتخلص من الذخائر المتفجرة (EOD ). المستوى 3 من التخلص من الذخائر المتفجرة هو ميزة

Objective: Even after a conflict ends, landmines and other explosive remnants of war continue to kill and cripple, block access to essential services and hinder reconciliation processes. This deadly problem has a name: weapon contamination. The ICRC’s Weapon Contamination “WeC” Department has a multi-disciplinary approach to protecting civilians from the effects of weapon contamination and assisting communities and authorities in terms of assessing the risks, mitigating the dangers, promoting safe behaviour and fostering respect for the law.
The Weapon Contamination (EOD) Field Officer must ensure the work of the weapon contamination department is managed efficiently and effectively implemented, in line with established guidelines. The successful candidate will need to be an enthusiastic, flexible, committed, and a resourceful person who can support the Manager to run the ICRC’s WeC activities. The successful candidate will need to deliver to a high standard, be resilient and have a positive “can do” attitude.
Key Responsibilities:
The Weapon contamination Explosive Ordnance Disposal (EOD) Field Officer will undertake the following responsibilities under the supervision of the Deputy Head of Sub-Delegation (DHoSD) of the ICRC in Kirkuk and technical guidance of the Weapon Contamination Coordinator (WeC.Co) in Bagdhad:
- Assists in developing a thorough understanding of the weapon-contamination situation and provision of hazard identification and risk assessments about the likely impact of weapon contamination on staff and civilians in affected areas.
- Assists in exploring needs and opportunities to involve ICRC in supporting technical survey and weapon clearance activities.
- Act as EOD reference to the ICRC sub delegation in Kirkuk
- Undertake Non-Technical Survey and hazardous area marking and for future ICRC projects.
- Undertakes WeC hazard assessments for future ICRC projects, shares reports from those assessments and coordinates with appropriate actors to dispose of explosive ordnance as needed and as authorized.
- Assists in identification of opportunities and development of a plan to support national mine action structures.
- Provides training to ICRC and National Society staff and volunteers on the risks associated with Weapon Contamination to support their day to day work and safety.
- Assists in development of training materials and operating procedures for ICRC adapted to the local context, that are in accordance with the International Mine Action Standards” IMAS”.
- Works with ICRC security focal points and other departments to analyze risks from Explosive Remnants of War “ERW” to ICRC staff and operations and develops risk mitigation strategies and activities.
- Systematically participate in pre-departure briefings and debriefing of Field teams/Management for areas known or believed to have a weapons contamination problem to ensure a proper communication of any confirmed or potential weapon Contamination.
Qualifications & Preferred Skills
Education and Professional Experience required:
- A first-level university degree (bachelor's or equivalent) in relevant topics.
- At least 3-5 years of overall professional experience in mine action
- Previous experiences as a trainer in the mine action field is an advantage
- Excellent teaching and presentation skills.
- High level of negotiation and communication skills.
- Excellent knowledge of written and spoken English. Fluency in Arabic and ideally in one or more additional local languages.
- Good computer skills in MS Office (Word, Excel, PowerPoint) and ability to quickly learn new software High level of negotiation and communication skills.
- Good knowledge of the geographically assigned environment
- Good analytical skills.
- A mandatory requirement of Minimum International Mine Action Standards (IMAS) Explosive Ordnance Disposal (EOD) level 2 certificate. EOD Level 3 is advantage
